The towns compared in numbers
Below are median asking prices for apartments for sale in the Easy Monte catalogue at the start of October 2026. These are listing prices, not transaction prices, and the final price after negotiation may differ. With small samples (under 30 listings) the median depends heavily on individual flats, so treat the figures as a guide rather than market statistics. For the wider trend, see our overview of property prices in 2026.
- Budva: 95 apartments, 3,429 €/m², median 202,500 €, sea view 32%, new builds 71%; rent 1-bed 700 €, 2-bed 900 € per month (102 rentals).
- Becici: 71 apartments, 3,390 €/m², median 245,000 €, sea view 72%, new builds 70%; rent 1-bed 850 €, 2-bed 1,000 € (46 rentals).

Budva: the largest market, alive all year
Budva is the country's main resort and the most liquid market on the coast, with the largest number of apartments for sale and for rent. The town does not shut down after summer: shops, cafés, medical centres, kindergartens and schools stay open, and there is a community of foreigners who spend the winter here. Tivat airport is about 20 km away, and Podgorica airport is roughly an hour's drive.
The downsides are dense construction and summer crowds, and only about a third of catalogue apartments have a sea view because many buildings stand further inland. Budva suits remote workers and families who value infrastructure, as well as investors counting on long-term rentals. Browse apartments in Budva.
Becici and Rafailovici: beach and sea views
Becici is a resort area next to Budva, connected to it by a seafront promenade. It has a long sand-and-pebble beach and several hotels, so almost three quarters of catalogue apartments here have a sea view. The price per m² is close to Budva's, but flats are larger on average, which pushes the median price up. Rents in the catalogue are higher too: 850 € for a one-bedroom versus 700 € in Budva.
Winters are noticeably quieter than in central Budva, yet all town services are a few minutes away. Neighbouring Rafailovici offers a similar format with a slightly more intimate feel. Becici suits buyers looking for a seaside home for themselves and investors focused on sea-view rentals. See apartments in Becici.
Tivat: premium living next to the airport
Tivat lies on the Bay of Kotor, right next to the international airport. It is known for its marinas, yachting infrastructure and a calmer, well-kept environment. In the catalogue it is the most expensive market: 4,667 €/m² and a median above 320,000 €, with more than 90% of listings in new builds and almost three quarters with a water view.
Tivat lives year-round, the area has private and international schools, and flying for work or family visits is easy. Long-term rentals are scarce, which makes returns harder to forecast. It suits families, premium buyers and frequent flyers. Browse apartments in Tivat.
Bar: lower prices and good transport
Bar is a port town in the south of the coast with real year-round town life. It has a seaport with a ferry to Italy and the terminus of the Belgrade–Bar railway; Podgorica and its airport are about an hour away by car. The promenade, market, schools and hospital are all on site.
In the catalogue Bar is clearly cheaper than Budva: 2,943 €/m² and a median of about 147,000 €, and 92% of apartments are new builds. The tourist season is less intense, so do not count on high resort-style rents. Bar suits retirees, families and buyers on a tighter budget who want to live in a proper town. See apartments in Bar.
Petrovac and Sveti Stefan: peace and nature
Petrovac is a small resort town between Budva and Bar, with a pine forest above the bay and a family-friendly beach. It has the lowest median price per m² in the catalogue at 2,399 €, and a larger share of resale property than elsewhere: new builds make up less than half. Summers are lively, but from November to April the town is very quiet and many venues close.
Petrovac is chosen for personal holidays and by retirees who do not need city life. Neighbouring Sveti Stefan is a premium location with limited supply. Browse apartments in Petrovac.
How to choose a town
Start with the main purpose of the purchase, then the budget, and only then the specific building. A practical order:
- Purpose. For rentals, Budva and Becici have the strongest demand; for year-round living, Budva, Tivat, Bar or Podgorica; for summer holidays, Petrovac, Becici or Sveti Stefan.
- Budget. Up to 150–180 thousand €, Bar and Petrovac are more realistic; in Budva this range mostly means studios and flats without a view; Tivat is for budgets from 300 thousand €.
- Transport. If you fly often, Tivat and Budva are more convenient; for travel around the country and to Serbia, Bar has the railway.
- Seasonality. Visit in November or February to see how the town lives off-season.
- Total cost. Budget for transfer tax, the notary and annual charges — see purchase costs and taxes; for return calculations, read our guide to rental investment.
